What's needed now is for the Iraqis to ask to schedule official change-of-command ceremonies! They then officially relieve the American units they intend to replace with Iraqi forces, allowing the Americans to go home with a clean conscience. They could turn these ceremonies into combination

Graduation Parties (for the Iraqis)

and

Bon Voyage Parties (for the Americans)

The sooner they start, the better! For example, The Big Red One is about due to rotate home! Why not avoid the cost & complication of bringing replacement American troops? Just substitute Iraqi ones instead."
